Starting with a joke is a very good thing to do, you get the audience attention and that also why Roy starts with this joke.
Stewart means that democracy is holding the system together and that’s also why he refers to the middle east, because they can’t get democracy to work. Stewart also means that the reason to the bad democracy in the middle east is corruption.
