The idea was to make a system that could be used to guide drivers through traffic, and when they drove on a pay road they automatically paid the road taxes. It was also the idea that you could put a tracking device into your expensive belongings, so if it got stolen, you would be able to track down the thieves. It could also be used to warn the police if a paedophile gets to close to a kindergarten. The text tells people who are scared of the government following their every move that they do not have to worry, because they can just choose not to carry a GPS-device, but of course the government can always force you to carry receivers at certain circumstances. At the end it is about shops using the GPS for advertising, so if you walk by a shop they sent you adverts on your phone.
