That year had been a series of crises of the City. First, the workers went on strike on the city's largest steel mill. The news media wrote about fights (a scuffle) at the gates of the plant. Two hundred police officers had to ensure that the buses with strikebreakers (a scab) to enter the factory area.
Shortly afterwards discovered some anglers, many fish had died of poisoning and that there was hardly any salmon left in the river. The specialist made several analyzes of the situation and gathered all relevant information, but after 3 weeks they had not been made yet. The authorities feared that thousands of sheep, cows and calves grazing in the meadows along the river bank, would be poisoned. Or, what was worse: lives would be lost.
The town was later hit by earthquakes and 7 women were killed in collapsed houses. Many people were injured, including many children. Disasters seemed to continue, and the authorities declared the city under martial law (in a state of emergency).
