The uniformed men are members of the IRB (Irsish Republican Brotherhood). The IRB members fighting are not trained army personal, But rather simple Irish folk who took up arms for Irish independence.

Emon DeValera and Michael Collins are major historical Irish people. They fought together for Irish independence. After the Easter rising failed and the IRB had been disbanded. They together with some other men formed the IRA (Irish Republican Army)
3) What does DeValera mean when he says, "we defeat the British Empire by ignoring it"? How does he hope to achieve Irish independence?
He hopes that by ignoring the British empire it will seem like a one sided war and he will therefore gain the sympathy of the Irish people, which in turn would allow him to win independence.
4) Why does Collins say that next time, "we won't play by their rules, Harry, we'll invent our own"?
He’s subtly saying that in an open warfare, the British are assured victory. Therefore the Irish have to fight the British on their own terms, which in this case means guerilla warfare
